Help with childcare costs
Working parents with children aged 2 can access 15 hours childcare per week. To be eligible, each parent needs to be working and earning the equivalent of 16 hours a week at national minimum wage and under £100,000 per year.

Spring Budget – Announcements regarding Household Support Fund, Debt Relief Order fees, the loan repayment period for UC claimants and Child Benefit earnings cap.
In the Spring Budget <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=85df05b869&e=b804dca931> , Jeremy Hunt announced:

*       The extension of the Household Support Fund <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=b29f87aac1&e=b804dca931>  for a further 6 months. Information about the scheme will be available soon. Over 170 Councils in England and Wales had called for the funding to continue.
*       Removal of the £90 administration fee for Debt Relief Orders from the 6th April 2024.
*       Households on Universal Credit will get an extra year to repay emergency loans (from 12 to 24 months).
*       The child benefit earnings cap will rise from £50,000 to £60,00.

Citizens Advice Data Insights & National Red Index

Join the next event on Everyday Inequality – Gender <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=0ba087a460&e=b804dca931> . The National Red Index tells us, for the first time, how many people are in a negative budget. Nearly 5 million people (including 1.5 million children) are in a negative budget, building up debt to get by. A further 2.35 million are living on empty – only escaping a negative budget by cutting their essential spending back to unsafe levels. In the report, Citizens Advice call for urgent Government action.

Cost of living hits poorest households most
Britain’s poorest households have suffered a £4,500 hit to their finances since the start of the Covid pandemic, according to a report from the National Institute of Economic and Social Research <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=ca5e337d3c&e=b804dca931> . The report said soaring costs for energy, food and other basic essentials had hit those most badly off the hardest.

UK middle classes struggle to maintain decent living standard
Households defined as middle class, earning between £30,000 and £60,000 a year, are struggling to maintain a decent standard of living according to a report by the Financial Fairness Trust <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=1da26918b3&e=b804dca931> . The report details how 20 percent were struggling to pay for food and other essentials, despite normal assumptions that people earning in this bracket would be doing “OK”. The report says that the impact if mostly felt by single parents and those in insecure jobs, with there being a one in three chance that those facing job insecurity could not be earning a middle income by this time next year.

Families in poverty despite parents working full-time
More than 300,000 families with children are living in poverty despite their parents being in full-time work, research from Action for Children <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=c30f964a0d&e=b804dca931>  has found. Health and social care workers, shop assistants and construction workers are among those who are still in poverty despite being employed.

Closing the Attainment Gap
The attainment gap <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=731d43ba29&e=b804dca931>  had been gradually decreasing throughout the early 2010s, before progress stalled in the years before the pandemic. Since the crisis, the gap has widened considerably, with 10 years of progress now wiped out, according to the Sutton Trust.

Inflation remains flat
The UK’s inflation rate remained unchanged last month <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=5ba799fdb8&e=b804dca931> , at 4 per cent, despite an increase in the energy price cap, official figures show. The new energy price cap meant the typical annual household bill went up to £1,928, a rise of £94. However, other prices falling, such as for food and furniture, offset the energy increase.

Debt Awareness Week (18th – 24th March)
Calderdale Anti-Poverty Partnership is supporting Debt Awareness Week run by the national debt charity Step Change. This year looks at the main barriers to getting debt advice. Debt Need Survey 2023
The Debt Needs Survey <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=ac15ef6b1b&e=b804dca931> , run by the Money and Pensions Service, provides us with insights into the need for debt advice across a nationally representative cross section of the UK population, including ethnic minority, socially deprived and rural communities.

Breathing space from debts
The number of people needing breathing space <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=f198d4d26e&e=b804dca931>  from their debts jumped by 25% in 2023 compared with the previous year. Across England and Wales, there were 88,390 registered breathing spaces in 2023, comprised of 86,928 standard and 1,462 mental health breathing space registrations, the Insolvency Service <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=f74126ba07&e=b804dca931>  said.

Stop! Think Fraud
The Home Office has launched a campaign to tackle fraud <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=95ea48c804&e=b804dca931> . Leading counter fraud experts are providing consistent, clear and robust anti-fraud advice to the public as part of the Stop! Think Fraud campaign. The campaign includes an online fraud hub which will provide concise, simple-to-follow advice. It will also signpost victims to relevant organisations for further advice and support.

Stop Loan Sharks – Newsletter
2024 marks the 20th anniversary of Stop Loan Sharks. Over this time 834 arrests have been made, at least 31,500 people have been supported and at least £91.2m worth of debt has been written off. Supporting older people facing financial hardship (training)
Independent Age <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=bb4e5a9f10&e=b804dca931>  offers free online training to link workers around supporting older people facing financial hardship. The training will include an overview of Pension Credit, Attendance Allowance and other benefit entitlements, as well as providing additional financial wellbeing resources that link workers can use. The training is aimed at link workers and social prescribers who are not working in accredited welfare advice roles. Dates include March 11th at 9.30am, March 13th at 2.15pm, March 14th at 2.15pm and March 19th at 9.30 and can be booked on Eventbrite <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=8dca65a8c3&e=b804dca931> .

DWP training sessions for external partners (includes PIP and DLA)
The Disability Services Advocacy Team support with raising awareness of the different Disability Services benefits and grants. There are sessions in February and March that can be booked online <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=7bdca54ee8&e=b804dca931> . The password for all sessions is DWP2024.

Catastrophic caps: An analysis of the impact of the two-child limit and the benefit cap
According to the Resolution Foundation report <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=fb46f8f6af&e=b804dca931> , almost half a million households are now affected by a cap on some benefits. The two-child cap, which was introduced in 2017, restricts child tax credit and universal credit to the first two children in most households. It means families cannot claim about £3,200 a year per extra child, the think tank says.

Which: UK Financial Wellbeing – January 2024
The regular update on consumer confidence and financial wellbeing <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=c873e21425&e=b804dca931>  reported:

*       The proportion of households who had missed a housing, bill, loan or credit card payment was at 8.5% in the month to January 12th.
*       Six in ten (58%) households reported having made at least one adjustment to cover essential spending such as utility bills, housing costs, groceries, school supplies and medicines in the last month.
*       Consumer outlook improved this month with consumers’ confidence in their future household situation recovering 8 points and confidence in the future UK economy increasing by 9 points.
*       Despite this improved optimism about the future, more people still think these measures will get worse, rather than better, over the next 12 months.

11 million have less than £1,000 in savings
More than 11 million working-age people don’t have basic savings of at least £1,000, according to a Resolution Foundation report <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=fb1b8bf460&e=b804dca931>  ‘Precautionary tales – Tackling the problem of low saving among UK households’. The foundation estimated that the UK had a £74 billion shortfall of funds saved for emergencies and for retirement compared with a country in which every family had at least three months of income kept in precautionary savings.

Power Calderdale Fuel Voucher Scheme
Power Calderdale Pathway: Since launching the service in November 2023, Newground Together has received 591 referrals for support and a total of 2223 vouchers have been issued. Most referrals have come from North Halifax, followed by Central and then Todmorden. The bulk of those have been made via CMBC, Newground and Together Housing. A total of 21 agencies are making referrals.

Water bills to rise
Water companies are forecasting an above-inflation rise in average household bills <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=3227965191&e=b804dca931>  in April, drawing criticism from campaigners. The average annual water and sewerage bill is expected to rise by 6 per cent in England and Wales, up £27 to £473, says suppliers’ trade body Water UK.

Green Doctor Survey
Groundwork has released the results of their annual survey of Green Doctors <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=3805b08c32&e=b804dca931>  – energy efficiency advisers working for the charity – which paints a troubling picture of the realities for people trapped in fuel poverty across the UK. Key findings include:

*       94% of Green Doctors reported supporting households that did not use their central heating at all.
*       85% said they had worked with people cutting back on food or only eating cold meals.
*       68% say they’ve spoken to people who have had to borrow money – either as credit cards or loans or through informal borrowing from friends and family.

UK Government: Fuel Poverty Fact Sheet 2023
The Government has published fuel poverty statistics <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=e2768ba3fb&e=b804dca931>  for 2023. 13.0% of households in England were fuel poor in 2023 (3.7million households). Energy prices rose in 2023 moving 238,000 households into fuel poverty. Single parent households were most likely to be fuel poor (29%) and couples under 60 without children had the highest average gap (£474).

Call for evidence – Default energy tariffs for households
The Government is seeking views on standard energy tariffs <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=1ca3fa87ba&e=b804dca931> , which customers are rolled onto at the end of fixed-term contracts, resulting in the vast majority paying a flat rate throughout the day and a potentially higher price than they need to. Views are particularly sought on making these tariffs more flexible, so families pay less if using electricity at a time of day when prices are lower while protecting those who aren’t suited to a flexible tariff. The call for evidence closes on 22 April 2024.

VCSE Energy Efficiency Scheme
The £25.5 million VCSE Energy Efficiency Scheme is now open until August 2024, to help voluntary, community, and social enterprise (VCSE) organisations in England improve their energy efficiency. Services might include providing food, warmth, and advice services for people experiencing financial, housing, or mental health issues. There are two grants available: Independent Energy Assessments: Apply for the cost and delivery of an independent energy assessment. This will help identify how to reduce bills by improving or installing new energy features, or changing how energy is used and Capital Grants: Organisations with an energy assessment may then be eligible to apply for a capital grant to install the recommended energy efficiency measures. Energy bills to fall
Energy bills are projected to fall by an average of 15 per cent as a mild winter meant high gas storage levels. A forecast by Cornwall Insight <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=948ff5710c&e=b804dca931>  indicates energy bills from April to June will drop to £1,635 a year for the typical user. Campaigners said bills are still high and many will struggle to pay.

Almost 10m households living in ‘cold, damp, poorly insulated homes’
Almost 10 million households across the UK are living in cold, damp and poorly insulated homes while not earning enough to be able to make improvements to them, according to analysis. A total of 34 per cent of UK households are living in cold, poorly insulated homes which also have an income below the Joseph Rowntree Foundation’s minimum standard for a decent living, according to analysis of the English Housing Survey <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=1dd9ee807f&e=b804dca931>  by the Institute of Health Equity and Friends of the Earth.

Free school meals ‘cut obesity and help reading skills’, study finds
Providing free school meals reduces obesity and boosts reading skills, according to a new study by the Institute for Social and Economic Research, University of Essex <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=cb3913e81c&e=b804dca931> . Levels of obesity were reduced by 7 per cent to 11 per cent among reception children in the four London boroughs which have already adopted the policy, according to the Institute for Social and Economic Research at the University of Essex, which also found there was an associated increase in reading.

Also, in the last three months, 22% of people claiming Universal Credit were unable to cook hot food as they couldn’t afford to use their oven or other utilities.

Food prices drop
Food prices have fallen this month for the first time since September, providing a further signal that inflationary pressures in the economy will continue to ease this year. Food prices fell by 0.1 per cent over the month to February, according to the British Retail Consortium and NielsenIQ’s latest shop prices inflation index. <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=d05571cf44&e=b804dca931>  On an annual basis, food inflation fell to 5 per cent from 6.1 per cent in January, the lowest point since May 2022.

No fault evictions increasing
There has been a rise in the number of Section 21 notices, which can be used to remove tenants from a rented property without requiring a reason for the eviction <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=5f9e83dc67&e=b804dca931>  to be provided. Figures from the Ministry of Justice have shown that 30,020 eviction notices were served in 2023, a 28 per cent increase on 2022 with a further 49 per cent rise in the same period of no fault repossessions by bailiffs. Housing charity Shelter has warned that since 2019, when the Government promised a Renters Reform Bill to end the practice, 26,311 of these repossessions had been granted and expressed concern that the Government were “deprioritising” the bills passage through the Commons.

Migration to Universal Credit:
Throughout 2024 the plan is to issue Migration Notices to the remaining working age benefit customers sequentially, starting with Income Support customers and those claiming tax credits with Housing Benefit from April, Housing Benefit only customers from June, Employment and Support Allowance with Child Tax Credits from July and Jobseekers Allowance in September.

Calls to double maternity pay
A survey by charity Maternity Action <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=7643b324aa&e=b804dca931>  on behalf of Unison shows that a quarter of women on maternity leave say they have gone without eating, sometimes all day, so they can afford to feed their families. Campaigners are saying the amount should be increased to £364.70.

UK economy fell into recession
The UK economy fell into recession during the final three months of last year, <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=a85d690152&e=b804dca931>  according to official figures. Gross domestic product (GDP) dropped by 0.3 per cent, said the Office for National Statistics.

Wage growth slows
The Office for National Statistics (ONS) has revealed analysis showing that average pay fell to 6.2 per cent in December 2023 <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=47f536a436&e=b804dca931>  from 6.7 per cent between September to November, marking the slowest growth in wages since October 2022. The director of economic statistics at the ONS, Liz McKeown, has said that combined with this “it is clear that growth in employment has slowed over the past year” with very high numbers of working age adults long-term sick or not looking for work.

Employee jobs paid below the Living Wage 2023
According to the Living Wage Foundation report, <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=1202a43a3b&e=b804dca931>  12.9 per cent of employee jobs in the UK (3.7 million jobs) were paid below the Living Wage in April 2023. 15.4 per cent of jobs held by women were paid below the Living Wage, compared to 10.4 per cent of jobs held by men. A higher proportion of part-time jobs (28.3 per cent) were paid below the Living Wage in April 2023 than full-time jobs (7.5 per cent).

More people in early 20s out of work from ill health than early 40s, study says
People in their early 20s are more likely to be not working due to ill health than those in their early 40s, a report has found. The Resolution Foundation <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=e58bc7b702&e=b804dca931>  said this is “radically different” from the past, when the older you were the more likely you were to not work due to sickness, with official figures showing poor mental health among young people is on the rise.

Trainee teachers to be offered fee-free apprenticeship degrees
Trainee teachers will be able to earn while they learn after ministers announced a “game-changing” apprenticeship scheme providing cost-free degrees <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=1294c76ff0&e=b804dca931> . The Department for Education said the teacher degree apprenticeship will be “a high-quality, alternative route” to become a qualified primary or secondary school teacher.

Pension age should rise
The retirement age will have to rise to 71 for middle-aged workers across the UK, according to research from the International Longevity Centre <https://calderdale.us1.list-manage.com/track/click?u=3c5ea64c43a0d28e825dafa02&id=5a7fcf08ed&e=b804dca931> . The UK pension age of 66 is set to rise to 67 between May 2026 and March 2028. From 2044, it is expected to rise to 68. But the research suggests that this is not enough, and that anyone born after April 1970 may have to work until they are 71 before claiming their pension.
